Description of problem:
The fedora-devel.list is enabled by default in Fedora 12, the updates and Everything repo is disabled.

fedora-package-config-apt-12-6.noarch


How reproducible:
Install apt in Fedora 12 stable release.
  
Actual results:
The rawhide repo is enabled by default

Expected results:
Stable repos should be used
