Description of problem:

RHQ, Alerts clicking configure on alerts getting misdirected to the wrong alert plugin

I'm seeing some very odd behavior while trying to configure the server side alert plugins.  I've seen this behavior several times on other builds. I will try to represent what is happening via a description and a series of screen shots.

steps to reproduce:
1. configure the IRC Alert Plugin
2. configure the Email Alert Plugin
3. Go back and now try edit the IRC Alert Plugin
The user is redirected to the email alert plugin configuration.

this is in the site-wide preferences section for all server side plugins.
Looks like swapping in the correct configuration fails here.

mass move to rhq_chainsaw tracker bug

This bug has now been triaged by Chainsaw on 2/18. The expectation is the bug to be addressed by the end of sprint06 roughly 3/10/10.
