Description of problem:

I requested this to be added in emacs upstream, and they directed me to contact distros.

This is an important component in the localised desktop experience and keep getting repeated requests for Malayalam rendering support in our language community mailing list.

I have tested this and now menu has Emacs Terminal, please commit this.
