This is huge patch so I've asked upstream about possible integration to ppp. We will see ...

Well I have first info about maintaining eaptls patch. I've just included it into rawhide.
Please, could you update and test your ppp using:

yum update ppp --enablerepo=rawhide

If your test is successful I'll backport it to F-12, F-13.

Applied patch introduces new feature. Patch maintainer has got code review from upstream. I suppose some optimization. Well, I'll retain it rawhide.
