Description of problem:
When reprovisioning a system using an activation key, the reprovisioned
system use up an additional activation key "slot"

How reproducible:
always

Steps to Reproduce:
1. Create an Activation Key with a usage limit of 1
2. Register a system using that activation key.
3. Create a Kickstart profile and attach the above activation key to it.
4. Try to reprovision the registered system.

Actual results:
Registration at the end of the kickstart failes with:
"Token usage limit exceeded"

Expected results:
The system will be correctly reprovisioned without trying to consume an extra activation key usage slot.

In case, server already uses a token, extra usage slot won't be consumed by registration.
