This looks like a Python issue, I can't reproduce it.  Do other python apps work for you, such as yum?

Yes, yum works. tpcap works. I never seen this kind of problems.

Can you give me the command line you used to generate your tcpdump files?

I think I used tcpdump -nvvvl -s10000 -w FILE.pcap.
I will attach both files here.
Command was:
pcapdiff -s -VV P3NL2.pcap 213.206.96.100 P3CN2.pcap 210.22.119.178 > P3_2.out
