Freenode switched to ircd7 recently and this caused some issues with bip. 

1. When connecting and joining a bunch of channels, ircd7's flood protection would sometimes block you. This patch adds a join delay. 

2. the new "quiet" list can't be viewed when using bip. This patch adds the ability to run '/mode #channel +q" and get the quiet list.

Update for devel/f12 would be welcome. If you like I can go ahead and apply/build/push this update as well.
