According to comment #1 - this issue was fixed in Spacewalk 0.8 and the fix will be included in the next satellite release. I do not have the environment where to test the timing issues related with the bug, but I went thoroughly trough the Satellite 5.4 activation process using the new 5.4 Certificates and I did not experience any problems.
