Description of Problem:
bugs 13278 and 49235 point out that the init script from apache has configtest 
and graceful missing

these should be implemented ASAP why hasn't it been done? do you want 
people to use the rpm ??

anyone who cares about service levels / uptime needs these ,without them 
the rpm version is severly crippled

How Reproducible:
every time

Steps to Reproduce:
1. use the rpm verion
2. service httpd configtest
3. service httpd graceful

Actual Results:
nada

Expected Results:
case 2 checks the config (prefeably with virtual hosts and some dns checks)
case 3 same as 2 but then if all is ok gracefully restart apache

Additional Information:

without graceful anyone downloading a large document gets killed off half way 
through which is unacceptable
