Description of Problem:
Appears that we have a problem with the nls lang variable, as when we
display the last check-in time on /network/system/brb_confirm.pxt page, it
always shows as midnight.

How Reproducible:


Steps to Reproduce:
1. Log into https://rhn.redhat.com as rhn7_pager
2. Pull up the System List, then click on haring.devel.redhat.com
3. Click the 'Update This System' button

Actual Results:
On the confirmation page, the last check-in will show as midnight for
whatever day and we need to show the hour and minute as well.

This is indeed fixed on https://rhn.webdev.  Let's push to webqa.
