Description of problem:

LVM2 fails to start at boot also OpenVPN doesn't start both services are listed as dead.

lvm2-monitor initscript just triggers monitoring for LVs, currently are only mirrored LV (LVM mirror) and snapshot LVs.
There is no standalone daemon, all is handled by dmeventd which is started internally by lvm during activation.
If there are no LVs to monitor, nothing is started, it is expected.
