Description of problem:
If a user adds a dampening rule or condition to a new Alert Definition without first filling in the Name field, an error message stating 'Alert Name is required' will be presented to the user and the rule/condition will not be added.

1. Create a new alert definition for a resource but don't fill in the Name field
2. Attempt to add a dampening rule or condition

As above

Expected results:
Dampening rule/condition adds successfully
