This needs to cover the standard JON server/agent migration process, but also for specific subsystems that have significant changes between 2.3.1 and 3.0, such as the alerting framework.

As with previous migration scenarios, the migration from 2.3 to 2.4 will be entirely handled by dbupgrade, so the alert changes, etc., don't need to be done manually. Closing.
