We waiting on a legal expert? fwiw Red Hat provides an amqp messaging solution and is listed as a copyright holder: http://www.redhat.com/solutions/specifications/amqp/ So, that license is for the AMQP Specification, not the implementation. Unfortunately, the license is non-free, but it doesn't necessarily mean that the implementations of the AMQP specification are. It does mean that we should not be shipping copies of the AMQP Specification in Fedora. Unfortunately, it looks like amqp-0.6.7/protocol/amqp-0.8.xml is either a copy of the specification or is under the AMQP specification license, which is a showstopper, unless it can be removed.
