The change in Russia impacts couple of rather minor regions (Samara, Udmurtia and Kemerovo Oblast's), and two large (Kamchatka Region and the Chukotka Autonomous District).  Effective March 28.

Another change to take care of is Bangladesh dropping DST from 2010 on.  N.B. we pushed updates for Bangladesh in the past.  That is effective March 31.

Upstream has a proposed patch which implements these changes.
