Description of problem:
Since Last Year, Tunisia (Africa/Tunis GMT+1) stopped DST. on RHEL 5.4 DST is still active.

How reproducible: always


Actual results: GMT+2


Expected results: GMT+1


Additional info: last year it was fixed when I filed the same bug.
