Description of problem:
CUPS 1.4 has support for the AutoConfigure CUPS command.  This sends a special job to a PostScript printer, which will adjust the PPD options (including InstallableOptions) for the queue so that they match the printer's own configuration.

It would be great to have this happen as part of configuring a new queue.  Needs user confirmation.

I don't plan to implement new features into system-config-printer - in case there is a volunteer who would like to implement the functionality, I can give him collaborator's rights at https://github.com/OpenPrinting/system-config-printer/ .
