Description of problem:
After login, user is no longer directed to Start.do -- this may need to be reverted.

Every time

User lands at Dashboard.do

Expected results:

User lands at Start.do

Additional info:

Per discussion with ccrouch, Dashboard.do is a computationally-heavy page, and we might not want to have landing there by default, anyway.
