Description of problem:

Currently the bkr command uses the "~/.beaker" file for saving
user configuration. As there are more beaker tools expected to
have a config files stored somewhere it would be nice to have them
together in a single place (dir).

For example current rhts-wizard now saves user preferences in
.rhts/wizard. Future workflows may want to save some of the
default values on similar place. Let's create a common .beaker
folder where all config files will be placed.
