How reproducible:

Always.

Steps to Reproduce:

1. Uncheck expand in the panel option
2. Select right or left position 
  
Actual results:

Gnome-panel will be centered vertically on the x axis and won't move to either the right or left.

Well this bug probably got fixed / bad config. Closing.
