Description of problem:

yum install m17n-lib-devel.{i686,x86_64}

yields

Transaction Check Error:

Is there any particular reason to install m17n packages as multilib?

Not every package in Fedora is multilib. m17n-lib is not supposed to be multilib.

If it's not multilib, then make sure only the .x86_64 shows up in the repos.
Right now, I see both .i686 and .x86_64 in the repos, which means it's multilib.

Probably easier to fix m17n-config, but otherewise could try to get m17n-db blacklisted in pungi perhaps

m17n-lib-1.5.5-3.fc13 has been submitted as an update for Fedora 13.

m17n-lib-1.5.5-3.fc13 has been pushed to the Fedora 13 testing repository.  If problems still persist, please make note of it in this bug report.
