The RPM for kbdconfig won't build if %{_mandir} != /usr/share/man.

How reproducible:
Always

Steps to Reproduce:
Build from SRPM with %{_mandir} == /usr/man

Actual Results:  Wouldn't build.

Expected Results:  It should have built.
