Description of problem:
Conga doesn't add use_virsh="1" to the resource in cluster.conf for KVM guests

luci-0.12.2-12.el5

How reproducible:
create a KVM guest resource using conga.  It doesn't add use_virsh="1" to the <vm> section of the cluster.conf.  You have to add it manually.

Use of virsh is determined automatically at run-time based on the hypervisor running on the host and the availability of the xm tools with the current versions of rgmanager.

Preference is given to the virsh command whenever installed, with fallback to 'xm' if the config file found for a given domain is determined to be non-XML (i.e. assumed to be a Xen domain config format).
