This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux major release.  Product Management has requested further
review of this request by Red Hat Engineering, for potential inclusion in a Red
Hat Enterprise Linux Major release.  This request is not yet committed for
inclusion.

I haven't seen anywhere that %{?dist} would be mandatory for RHEL (or Fedora) packages.  It is recommended, sure.

While it's not 100% required, we're trying to make sure that all RHEL 6 packages include the %{?dist} macro, primarily because it helps to ensure a proper upgrade path between z-streams.
