Description of problem:

Section 1.7. Net_cls

net_cls.classid contains a single value in hexadecimal format that indicates a traffic control handle. For example, 0x1001 represents the handle conventionally written as 10:1.

This is incorrect. 0x1001 does not represent 10:1. The value for 10:1 should be 0x100001.

Here's the information that Thomas Graf sent me regarding the net_cls value:

Basically the format is:
  0xAAAABBBB
where as
AAAA is the major number in hex format
and
BBBB is the minor number in hex format

This equals to AAAA:BBBB in iproute2 format.

1:1   -> 0x00010001
22:22 -> 0x00220022

review of this request by Red Hat Engineering, for potential inclusion in a Red
