windows xp guest restart automatically after port hot-plug and hot-unplug

Steps to Reproduce:
1.run windows xp guest with virtio serial

Expected results:
there should be a prompt window to ask for restart, or the guest should not restart.

This issue has been proposed when we are only considering blocker
issues in the current Red Hat Enterprise Linux release. It has
been denied for the current Red Hat Enterprise Linux release.

** If you would still like this issue considered for the current
release, ask your support representative to file as a blocker on
your behalf. Otherwise ask that it be considered for the next
Red Hat Enterprise Linux release. **

Was it a BSOD or VM crash?

No bsod , no vm crash, this guest restart automatically after hot-plug and hot-unplug.

Verify this bug on winxp guest with virtio-win-1.1.10-0, this bug does not reproduce after port hot-plug and hot-unplug.

Change status to verified.
