Cherry-picked to satellite.git as commits

Plus one change specific for rhel6 - all data in rhel6 are in utf-8. We need to decode it, so we get from:
'\xc2\xae' to u'\xae'

QA: We need to ensure that it's fixed on problematic machines. And then run general automation on wide range of boxes.
