download.fedoraproject.org is the baseurl, you should be using the mirrors and not the baseurl (fix /etc/yum.repos.d/fedora.repo to use the mirrorlist again). Can you load the above URL in a browser? Do you have a proxy in the way? Can you load the above URL in a browser?

I uncommented out the mirror list because it was not working either.
