Description of problem: If "yum update" is run when every repo is disabled, then stderr should say, "No enabled repo found: <list_of_actual_repos>"in order to emphasize to the user that there *never* could be any updates in such a situation.

Steps to Reproduce:
1. edit each file /etc/yum.repos.d/*.repo to contain "enabled=0".
2. yum update
3.
  
Actual results:
No Packages marked for Update

Expected results:
No enabled repo found: fedora.repo, fedora-updates.repo, fedora-testing.repo
No Packages marked for Update

Added, sample output:


% sudo yum --disablerepo='*' in a
Loaded plugins: aliases, filter-data, keys, presto, security, tmprepo, verify
There are no enabled repos.
 Run "yum repolist all" to see the repos you have.
 You can enable repos with yum-config-manager --enable <repo>
