splat 1.3.0-1 is not built with $RPM_OPT_FLAGS, there are hardcoded compiler command lines in ./build and ./utils/build that don't take $RPM_OPT_FLAGS into account.  See blocker bug for links to fixes and note the packaging guidelines section on compiler flags.


Unrelated, but perhaps also of interest, from the build log:

Compiling fontdata... fontdata.c:34:18: fatal error: zlib.h: No such file or directory
compilation terminated.
Compilation failed!

splat-1.3.0-2.fc14 has been pushed to the Fedora 14 testing repository.  If problems still persist, please make note of it in this bug report.
 If you want to test the update, you can install it with 
 su -c 'yum --enablerepo=updates-testing update splat'.  You can provide feedback for this update here: http://admin.fedoraproject.org/updates/splat-1.3.0-2.fc14
