Description of problem:
udev can't stop halt process.

How reproducible:
Run halt from commandline (through ssh because I can't type in F-14. Probably #619922).

Steps to Reproduce:
1. halt
2. remove usb devices (keyboard) during stopping of computer
  
Actual results:
Not stopping monitoring, this is a dangeroues operation. Please use force-stop to override.
killall.service main process exited, code=exited, status=1
Unit killall.service enetered maintenance state.
USB disconnect, address 2
USB disconnect, address 3

Expected results:
halt will halt the system without excuses.
