Description of problem:
Bug # 614647 creates a new command line utility that will be used to manipulate cluster.conf remotely via the ricci daemon on cluster nodes.

This RFE is to make sure that support for basic cluster commands like 'start cluster' and 'stop cluster' is included in that command line tool
