python-xlrd is already in Fedora. Please first contact current
maintainer.

This package is already in the Fedora Package Collection [1]. The maintainer should make the update.  There is no new review needed.
Perhaps you can give the maintainer a hands and co-maintain this package. 

Filling a bug against 'python-xlrd' about the update is a way to handle updates of packages.
