Description of problem: The specification for the createUser method in the RHN API states:

   address2 is optional; all other details are REQUIRED  

(https://rhn.redhat.com/rhn/apidoc/user/UserHandler.jsp#createUser), but state is also optional if the country is non-US.  I have tested using a UK address and no state and the user creation succeeded.  The documentation should be updated to reflect this optional parameter so as to avoid confusion amongst users.
