Description of problem:

Since runlevel switching has now been granted the protection of the total
obfuscation gods, it would really be useful if a system-config-runlevel
app were available in the system administration menus so that you could
change it to 5 once you find you have to use startx to get X running.

There is no obfuscation.  It is a simple matter of setting a symlink

There is a RFE to provide it a option in systemd itself

Instead of writing a new app, it could be a RFE to system-config-services instead.  Out of scope of systemd however.

I would just mark this as a dup of bug 627474 (the 'ffs, document this' bug).
