patch for the problem

Description of problem:
When #defines are located in a file that is included and only in doxygen's include path, the defines are not handled properly.

See upstream bug

Additional info:
I have attached a patch to fix the problem that I have extracted from the last revision of upstream svn.

doxygen-1.7.1-2.fc14 has been submitted as an update for Fedora 14.

doxygen-1.7.1-2.fc14 has been pushed to the Fedora 14 stable repository.  If problems still persist, please make note of it in this bug report.
