The LOCAL_CONFIG_FILE, previously ~condor/condor_config.local, is now located at /etc/condor/config.d/00personal_condor.config and should not be edited. If you modified condor_config.local, save your changes and include them within a new file, that you will control, such as /etc/condor/config.d/10customized.config.
