Description of problem:
The perl page "/network/systems/ssm/index.pxt" seems not translated. When I hit the left-menu link of it, the whole page UI changes to the EN (despite of the locale I've forced in Satellite preferences).
Please note: the issue comes since sat530 (checked in there -and the same behavior)

Version-Release number of selected component (if applicable):
Satellite-5.4.0-RHEL5-re20100827.0-i386.iso

How reproducible:
always when on changed locale of satellite visiting "System Set Manager" page.

Steps to Reproduce:
1. login to Satellite
2. change the preferences different than EN (for my case: Russian-RU)
3. refer to the page "System Set Manager"
  
Actual results:
the whole page (with all the menus and content inside) returns to EN.

Expected results:
displayed with the content correctly.

Any .pxt page - perl pages - not translated. 

Only the .do pages - Java pages are translated. 

The bulk of the System Set Manager is still .pxt, as such, this is not a bug.
