Description of problem:
there is not ks tree when I synced rhel5 channel

sat540, Satellite-5.4.0-RHEL5-re20100903.1

How reproducible:
always

Steps to Reproduce:
1. satellite-sync -c rhel-x86_64-server-5
# packages are synced but not ks trees
  
Actual results:
no ks tree
