Description of problem:
X starts in init 3 which it did not do on Fedora 13 and there doesn't appear to be anything in chkconfig which could be used to prevent it from doing so. X should only start in init 5 according to /etc/inittab.

Original bug description is wrong. I took another look and runlevel says N 5 even though system should have been inited with 3. So this is a bug in systemd picking the wrong init level. telinit doesn't work to change init level as well.
