Sorry, I can't reproduce this with:
$ rpm -q ibus ibus-pinyin
ibus-1.3.6-2.fc13.x86_64
ibus-pinyin-1.3.11-1.fc13.x86_64

Please provide the detailed steps to reproduce this.

Please try ibus on Fedora 14 or 15.

This message is a reminder that Fedora 13 is nearing its end of life.
Approximately 30 (thirty) days from now Fedora will stop maintaining
and issuing updates for Fedora 13.  It is Fedora's policy to close all
bug reports from releases that are no longer maintained.  At that time
this bug will be closed as WONTFIX if it remains open with a Fedora 
'version' of '13'.

I can't even reproduce this on f15, even though tried to modify the auto-repeat settings to make the key repeat and delay fastest. though it looks like a kinda race condition though, it may be fixed in the latest perhaps?
