When a repository is re-synced, the packages which are present in pulp but do not exist on the repo source will be removed.  This creates a problem when we allow uploaded packages to be added to an existing repo.

Goal of this bug is to allow a repo to be create, say from a local source.
Upload a package to that repo.
Re-sync that repo, verify the uploaded the package is still present.

Fixed with below commit on 10/8/10

Test for this might just be a verification of the code.

Test would be to sync a repo with a few packages.
Then upload a package.
Resync repo and verify uploaded package is present

Issue is that we dont allow uploaded packages to repos with feed.

<jmatthews> yes, as of now we can not do that, but we did structure the code so maybe in the future we can change it without much work
