Description of problem:
migrate-system-profile fails in command line

How reproducible:
always

Steps to Reproduce:
1. migrate-system-profile 
# it doesn't work and ends with error.
# nor --help doesn't work
  
Actual results:
[root@satellite ~]# migrate-system-profile --satellite `hostname` --systemId=1000010000 --to-org-id=1
Unable to find migrate server tool.
Error: No module named utils
[root@ibm-x3755-02 ~]# echo $?
2

Unable to find migrate server tool.

Expected results:
systems are migrated

The 5.4.0 RHN Satellite and RHN Proxy release has occurred. This issue has been resolved with this release.
