Description of problem:
when conected to host using qemu+ssh, or xen+ssh, is not offered network install. for installation must be downloaded on remote machine bootable cdrom, or installed and executed virt-manager on remote host.

How reproducible:
always

Steps to Reproduce:
1. connect to remote virt. host via ssh
2. try to create new guest
3. network install is disabled
  
Actual results:
network install disabled

Expected results:
network install enabled
