Util-linux package contains broken symlink
/usr/bin/kbdrate pointer to non-existed file,
and have a working /sbin/kbdrate utility.
I suggest to remove link from package.

That link is to consolehelper, which is a utility used by
pam_console to allow console users to run specific programs.

consolehelper is part of the usermode package.
