Description of problem:
If the keyboard accessibility settings are set to use mouse keys with a USB keyboard, that works fine until the keyboard is unplugged and then plugged back in again (a very common operation if the keyboard is being shared using a USB switch). Once that's happened, the user needs to uncheck and then recheck the "Pointer can be controlled using the keypad" checkbox.  This becomes a major problem when users are using KVMs to manage multiple desktops, which have the effect of unplugging the keyboard and plugging it back every time a user switches between KVM managed desktops.

Every time

Steps to Reproduce:
1. Enable mouse keys, test them and see that they work.
2. Unplug the keyboard then plug it back in again.
3. See that mouse keys are no longer enabled.

  
Actual results:
Mouse keys are off.

Expected results:
Mouse keys are still enabled.
