Description of problem:

After setting a different keyboard layout via System > Preferences > Keyboard > Layouts, GNOME starts using the new layout selected. After logging out then logging back in the layout is reverted to USA as the first option. I'm using a F14 install. As I remember this worked fine in F13.

Steps to Reproduce:
1. Go to System > Preferences > Keyboard and select a different keyboard layout than USA. I used Brazilian.
2. Log out
3. Log back in
  
Actual results:
The layout is reverted to USA.

Expected results:
The layout should be the one selected as the first option.

Additional info:
Selecting the layout during the login window (when gdm starts) works around this problem. The layout selected remains the same even after a reboot.
