Description of problem:
The man page for useradd command says:

-m --create-home
By default, no home directories are created.

while /etc/login.defs has 

CREATE_HOME yes

The comments in login.defs make it clear that on RH systems home directories are always created by default. Man page says the opposite.

This bug appears to have been reported against 'rawhide' during the Fedora 12 development cycle.
Changing version to '12'.

This message is a reminder that Fedora 12 is nearing its end of life.
Approximately 30 (thirty) days from now Fedora will stop maintaining
and issuing updates for Fedora 12.  It is Fedora's policy to close all
bug reports from releases that are no longer maintained.  At that time

'version' of '12'.

The changed sentence doesn't look good. It uses "RHEL", which should be avoided, and the overall structure is a bit strange. I guess we could just remove the word "no" and say:

By default, home directories are created.

or use a professional writing style:

useradd will create the home directory unless CREATE_HOME in /etc/login.defs is set to no.

What do you guys think?
