How reproducible:


Steps to Reproduce:
1. Run firstboot
2. On "Entitlement Selection" screen choose "Do Not Register"
3. Forward (to License screen)
4. Back (to Entitlement selection screen)
5. Select "Register with Red Hat Network"
6. Forward (to "Set up software updates" screen) 

  
Actual results:
After step 3, you're on the License screen.  After step 6, you're on the Software Updates screen, the License screen is skipped

Expected results:
The license screen shouldn't be skipped.  There may be some reason why it's skipped for RHN but I wasn't able to find one.

Should be fixed with the new firstboot setup.

New UI has license information before registering.  Now your registration path does not affect the license.
