Description of problem:
dev-3.3.-4 includes the osst* devices for the onstream scsi (and scsi emulation)
tape drives but not the nosst* norewind devices.

The definitions are in MAKEDEV-3.3 but not built  in MAKEDEV.spec.  The
osst[* devices are built at line 101.

Version-Release number of selected component (if applicable): 3.3-4

Steps to Reproduce:
1. ls /dev/*osst*

Actual Results:  osst* devices are there but not the nosst* devices

Expected Results:  the nosst * devices would be nice to have also.

This was reported as bug# 57977 against RedHat 7.2 and dev-3.2-5
